The Gap Between Promise and Progress
I called the water department in Millbrook, Ohio on a Tuesday morning. This is the story nobody wants to talk about. That’s roughly nine percent of the total. We’re already through one-tenth of the timeline, running at less than nine percent of the required pace. Why Small Cities Can’t Access the Money
Here’s what nobody tells you about federal grant programs: having money available and being able to actually claim it are two completely different things. A peer-reviewed study in Environmental Health Perspectives published this January showed that cities with fewer than 50,000 residents have accessed less than twelve percent of available federal replacement funds. Twelve percent. The researchers identified a simple culprit: grant application complexity that requires expertise most small cities just don’t have on staff.
I talked to the city manager in Ashland, Kentucky, population 21,000. They employed one part-time grant writer. She spent eight months putting together their first EPA application. The paperwork required environmental assessments, utility maps dating back decades, community engagement plans, and technical specifications that demanded outside engineers. The Bipartisan Infrastructure Law set aside $15 billion. That sounds like enough until you understand the math. Flint Shows Us Where This Ends
Flint, Michigan should be America’s success story. The city that made lead pipes a national emergency, that finally forced Washington to act. A January 2026 audit by Michigan’s EGLE division found approximately 1,100 lead service lines still unaccounted for in their system. After everything. After the national scandal. After the lawsuits and the investigations and the promises.
I called the Flint water department and asked them directly. They told me those 1,100 lines exist on old maps but aren’t easily accessible under current structures. Some are blocked by foundations. Some are in areas with conflicting property ownership. Some simply don’t match current utility records. Flint has more resources than ninety percent of American water systems. If they’re stuck on this many impossible cases, imagine what’s happening in places where the water superintendent works part-time.
The 2027 deadline the EPA is quietly discussing in internal memos won’t be met. Everyone knows it. The agency knows it. The water companies know it. The smaller cities know it most of all because they’re living it right now, getting the paperwork ready for a requirement they’re already falling behind on.
The Burden Falls Hardest on Those Who Can Least Afford It
Here’s what makes this genuinely infuriating: the places with the oldest infrastructure, the most lead lines, the highest vulnerability are almost always the poorest communities. Rural Ohio. Rural Kentucky. Rural Pennsylvania. Economically struggling industrial towns watching their tax bases shrink. These are the cities where lead pipe replacement would actually save lives, and also the cities least able to hire grant writers and environmental consultants and project managers.
The American Water Works Association Lead Service Line Data shows that replacement costs aren’t distributed evenly across the country. Labor costs vary by region. Rock composition matters. Soil conditions matter. The places that need the money most often face the highest per-unit replacement costs, and they have the smallest tax bases to cover the local match requirements that federal grants typically demand.
I spent a day in a town of 6,200 in West Virginia where forty-two percent of the housing stock was built before 1950. The water system is failing. The lead lines are sixty years old. The EPA deadline applies equally to them as it does to Pittsburgh. The capacity to meet it doesn’t exist. The grant application sits on a desk in the city hall basement, half-completed, waiting for someone to have time to finish it.
What Happens Next?
The honest answer is we don’t know yet. The EPA could extend the deadline. Congress could allocate more money. States could step in with their own programs. Or we could watch smaller cities miss the requirement, face penalties they can’t afford, and continue serving water through pipes that leach lead into children’s brains.
What I know from making those calls and reading those audits is that the infrastructure exists for change. The will doesn’t, not yet, not at the level where it matters most. The smaller cities are waiting. They’re filling out the paperwork. They’re trying to navigate systems designed by people in Washington who assumed every water system had the resources of a major metropolitan area.
If you live in a town under 50,000, your water might have lead in it. Call your city hall. Ask them directly where they stand on replacement. Ask them about that grant application. Ask them why it hasn’t been submitted. You might not get a good answer. But at least they’ll know someone’s paying attention.
